but not in a hazard and such an obstruction is on or
within two club-length of the putting green and within
two club-length of the ball intervenes on the line of
play between to ball and the hole, the player may take
relief as follows. The ball shall be lifted and dropped
at the nearest point to where the ball lay which (a) is
not nearer the hole, (b) avoids such interventions, (c)
is not in a hazard, or on the putting green. The ball
may be cleaned when so lifted.

obtained by dropping inside the hazard at the nearest
point of relief available only if the steps interfere
with your swing or stance.
This
rule will also apply to all other sleeper access steps
but in these cases relief must be taken at the nearest
point of relief not nearer the hole.
